Kidnapping

The bandits are forced to inform the police of how many they have and the location of the negotiation.
Weaponry without restrictions. (Use of snipers prohibited).
Mandatory exchange of fire or exchange for escape.
The maximum number of hostages is 6 (six). The integrity of the hostage must be preserved at all times.
It is forbidden to steal the hostage's belongings.
The police are not obliged to accept absurd proposals. Negotiations must be flexible for both sides.
All negotiations become a safe area. If the criminals fire shots during the hostage negotiation, the action becomes a street action.
The life of each hostage can only be traded for 1 (one) benefit, with a maximum of 1 exchange for something extra (200 steel/metals/gunpowder), the rest must be exchanged for $8,000 of clean money or $16,000 of dirty money for each hostage. The negotiation must respect common sense and is an agreement between criminals and police officers, there must be dialogue until a consensus is reached.
